Mae Gweinidogion Cymru, sef yr awdurdod trwyddedu priodol o dan adran 113(4)(b) o Ddeddf y Môr a Mynediad i’r Arfordir 2009(1) (“Deddf 2009”), yn gwneud y Gorchymyn a ganlyn drwy arfer y pwerau a roddir gan adrannau 74(1), (2) a (3) a 316(1)(a) o Ddeddf 2009.
Wrth benderfynu gwneud y Gorchymyn hwn, mae Gweinidogion Cymru wedi rhoi sylw i’r materion a grybwyllir yn adran 74(4) o Ddeddf 2009.
Mae Gweinidogion Cymru wedi ymgynghori â’r personau hynny y maent yn ystyried eu bod yn briodol, yn unol ag adran 74(5) o Ddeddf 2009.
