The Welsh Ministers, as the appropriate licensing authority under section 113(4)(b) of the Marine and Coastal Access Act 20091 (“the 2009 Act”), make the following Order in exercise of the powers conferred by sections 74(1), (2) and (3) and 316(1)(a) of the 2009 Act.
In deciding to make this Order, the Welsh Ministers have had regard to the matters mentioned in section 74(4) of the 2009 Act.
The Welsh Ministers have consulted such persons as they consider appropriate, in accordance with section 74(5) of the 2009 Act.
