Mae’r Rheoliadau hyn yn dwyn i rym adran 79 o Ddeddf yr Amgylchedd 2021 (p. 30) (“y Ddeddf”). Y rhain yw’r ail reoliadau cychwyn sydd wedi eu gwneud gan Weinidogion Cymru o dan y Ddeddf.
Mae rheoliad 2 yn dwyn adran 79 o’r Ddeddf i rym ar 1 Mawrth 2025 i’r graddau y mae’n ymwneud ag ymgymerwyr y mae eu hardaloedd yn gyfan gwbl neu’n bennaf yng Nghymru. Mae adran 79 yn mewnosod adrannau newydd 94A i 94E yn Neddf y Diwydiant Dŵr 1991, er mwyn cyflwyno gofynion newydd ar ymgymerwyr carthffosiaeth i lunio, cyhoeddi a chynnal cynlluniau rheoli draenio a charthffosiaeth.
