4. Subject to articles 9 to 12 and 15 to 22, despite the disapplication by section 96 and paragraph 4(9) of the Schedule to the Act of Chapter 1 of Part 4 of the 1996 Act(1) in relation to a child who has a statement—
(a)the old law continues to have effect in relation to that child, and
(b)the new law does not have effect in relation to that child.
