Mae’r Rheoliadau hyn yn diwygio Rheoliadau Addysg (Athrofa Brifysgol Ewropeaidd) (Cymru) 2014 (“Rheoliadau 2014”) a Rheoliadau Addysg (Cymorth i Fyfyrwyr) (Cymru) 2018 (“Rheoliadau 2018”).
Mae’r diwygiadau a wneir gan y Rheoliadau hyn yn cywiro gwallau yn Rheoliadau 2014 ac yn gwneud darpariaeth bellach yn Rheoliadau 2018 ynghylch cymhwystra dinasyddion Gwyddelig penodol i gael cymorth i fyfyrwyr.
Ystyriwyd Cod Asesiad Effaith Rheoleiddiol Gweinidogion Cymru ar gyfer Is-ddeddfwriaeth mewn perthynas â’r Rheoliadau hyn. O ganlyniad, ystyriwyd nad oedd yn angenrheidiol cynnal asesiad effaith rheoleiddiol o’r costau a’r manteision sy’n debygol o ddeillio o gydymffurfio â’r Rheoliadau hyn.
