The Welsh Ministers make the following Regulations in exercise of the powers conferred on them by paragraph 5(1D)(c) of Schedule 9 to the Local Government Finance Act 19881, and conferred on the National Assembly for Wales by paragraphs 5F(1) and 5F(2)(b)2 of that Schedule and now vested in them3.
A draft of this instrument has been laid before and approved by resolution of Senedd Cymru in accordance with section 143(9AZA) of that Act4.
