Mae Gweinidogion Cymru, drwy arfer y pwerau a roddir iddynt gan adrannau 60M(5) a (6)(f), 66A(6)(b), (8) a (9), 69(1)(b) a (3), 76(2) a (3) a 122(3) o Ddeddf Cynllunio a Phrynu Gorfodol 2004(1) a thrwy arfer y pwerau a roddwyd i Gynulliad Cenedlaethol Cymru gan adrannau 63(3)(a) a (7), 64(3) a 77(1) o’r Ddeddf honno, ac sy’n arferadwy bellach ganddynt hwy (fel y’u cymhwysir yn achos adrannau 63(3)(a) a (7), 64(3), 66A(6)(b), (8) a (9), 69(1)(b) a (3), 76(2) a (3), 77(1) a 122(3) gan adran 60N o’r Ddeddf honno), yn gwneud y Rheoliadau a ganlyn.

2004 p. 5. O ran y pŵer i ragnodi drwy reoliadau, gweler adran 122(1) a (2). Rhoddwyd “Welsh Ministers” yn lle “National Assembly for Wales” yn adran 122(1)(b) gan adran 55(2) o Ddeddf Cynllunio (Cymru) 2015 (dccc 4) (“Deddf 2015”), a pharagraff 1(2) o Atodlen 7 iddi. Trosglwyddwyd swyddogaethau Cynulliad Cenedlaethol Cymru yn adrannau 63, 64, 69, 76, 77 a 122 o Ddeddf 2004 i Weinidogion Cymru gan adran 162 o Ddeddf Llywodraeth Cymru 2006 (p. 32), a pharagraff 30 o Atodlen 11 iddi, ac yr oedd y swyddogaethau hynny yn swyddogaethau perthnasol y Cynulliad fel y’u diffinnir ym mharagraff 30(2). Mewnosodwyd adrannau 60M a 60N gan adran 88 o Ddeddf 2021, a pharagraff 4 o Atodlen 9 iddi. Mewnosodwyd adran 66A gan adran 13 o Ddeddf 2015. Mewnosodwyd adran 68A gan adran 8(1) o Ddeddf 2015. Diwygiwyd adran 69(1) gan adran 8(2) o Ddeddf 2015.
