Coming into force in accordance with regulation 1(2)
The Welsh Ministers make the following Regulations in exercise of the powers conferred upon them by sections 50 and 173 of the Local Government and Elections (Wales) Act 2021(1) and sections 22(6), (7), (8), (9), (10), (11) and (12)(2) and 105 of the Local Government Act 2000(3).
In accordance with section 174(4) and (5)(f) and (t) of the Local Government and Elections (Wales) Act 2021, a draft of these Regulations has been laid before and approved by a resolution of Senedd Cymru.

Paragraph 28 of Schedule 3 to the Localism Act 2011 (c. 20) substituted the words “Welsh Ministers” for “Secretary of State” in section 22.
