A person who contravenes a requirement in regulation 3(1) or (3) F1, regulation 3A(2) or regulation 4 commits an offence.

It is a defence to a charge of committing the offence of contravening the requirement in F2regulation 3(1) or (3) or regulation 4 to show that the person had a reasonable excuse for the contravention.

A person who commits an offence under paragraph (1) is liable on summary conviction to a fine.
