<Text>This Order is made in exercise of the powers conferred on the National Assembly for Wales by paragraphs 9(1) and 10(1) of Schedule 8 to the Traffic Management Act 2004 (“the Act”)<FootnoteRef Ref="f00001"/> and now vested in the Welsh Ministers<FootnoteRef Ref="f00002"/>.</Text></P>

<Text>Carmarthenshire County Council has applied to the Welsh Ministers for an Order to be made under these powers with respect to the county of Carmarthenshire.</Text></P>

<P><Text Hanging="indented">This Order designates the county of Carmarthenshire as a civil enforcement area for bus lane and moving traffic contraventions for the purposes of Part 6 of the Traffic Management Act 2004. The county of Carmarthenshire is already designated as a civil enforcement area for parking contraventions under that Act by the Road Traffic (Permitted Parking Area and Special Parking Area) (County of Carmarthenshire) Order 2004 (<Citation URI="http://www.legislation.gov.uk/id/wsi/2004/104" id="c00001" Class="WelshStatutoryInstrument" Year="2004" Number="0104" AlternativeNumber="W. 11">S.I. 2004/104 (W. 11)</Citation>), which is deemed by paragraph 8(4) of Schedule 8 to the Act to be an order designating the area as a civil enforcement area for parking contraventions under paragraph 8 of Schedule 8 to the Act.</Text></P>
<P><Text Hanging="indented">The practical effect of the Order is to enable Carmarthenshire County Council to enforce bus lane and moving traffic contraventions within the county of Carmarthenshire through a civil law regime.</Text></P>
