Coming into force
The Welsh Ministers, in exercise of the powers conferred on them by section 17(2), (3) and (3ZAA) of the Road Traffic Regulation Act 19841, and after consultation with such representative bodies as were thought fit in accordance with section 134(2) of that Act, make the following Regulations.
Title, commencement and interpretation1

The title of these Regulations is the M4 Motorway (Eastbound and Westbound Exit Slip Roads at Junction 28 (Tredegar Park Interchange), Newport) (40 MPH Speed Limit) Regulations 2018 and they come into force on 19 October 2018.

In these Regulations, “the M4 motorway” (“traffordd yr M4”) means the M4 London to South Wales motorway.
Imposition of speed limit2
No person may drive a motor vehicle at a speed exceeding 40 miles per hour in the lengths of the M4 motorway specified in the Schedule.
Amendment of the M4 Motorway (West of Junction 23A (Magor) to East of Junction 29 (Castleton)) (Variable Speed Limits) Regulations 20153
In the Schedule to the M4 Motorway (West of Junction 23A (Magor) to East of Junction 29 (Castleton)) (Variable Speed Limits) Regulations 20152, for paragraph (r) substitute—

The length of the westbound off slip road at junction 28 (Tredegar Park) of the M4 from its connection with the main westbound carriageway of the M4 to a point 85 metres south of the same point.
SCHEDULELENGTHS OF THE M4 MOTORWAY
The following lengths of the M4 motorway at junction 28 (Tredegar Interchange) in the City of Newport—
a
the westbound exit slip road from a point 85 metres south of its junction with the main carriageway to a point 355 metres south of the same point, for a distance of 270 metres; and
b
the eastbound exit slip road from a point 155 metres north of its junction with the main carriageway to a point 455 metres north of the same point, for a distance of 300 metres.
