The Welsh Ministers make the following Regulations in exercise of the powers conferred by sections 140(4) and 143(1) and (2) of, and paragraphs 1, 5, 6(2), 7A, 8 and 11 of Schedule 11 to, the Local Government Finance Act 19881 on the Secretary of State and now vested in them2.
