The Welsh Ministers, in exercise of the powers conferred on them by section 303 of the Town and Country Planning Act 19901, make the following Regulations:
In accordance with section 333(3E) of that Act2, a draft of this instrument was laid before and approved by resolution of the National Assembly for Wales.
