The Welsh Minsters make the following Regulations in exercise of the powers conferred upon the Secretary of State by sections 113(1) and 116(1) of, and paragraphs 1(1) and 2(4)(a), (e) and (j), and 4(4) and (5) of Schedule 2 to, the Local Government Finance Act 19921 and now vested in them2.
