The Welsh Ministers make the following Regulations in exercise of the powers conferred on the Secretary of State by sections 42(5)1, 64(3)(b), 143(1) and (2) of, and paragraph 2(8) and (9) of Schedule 6 to the Local Government Finance Act 1988 and now vested in them so far as exercisable in relation to Wales2.
