In exercise of the powers conferred by sections 67(2), (3), 72A(4), 107A(3), 107B(5) and 316(1)(b) of the Marine and Coastal Access Act 20091, the Welsh Ministers, as the appropriate licensing authority under section 113(4)(b)2 of that Act, makes the following Regulations.
