The Education Workforce Council (Accreditation of Initial Teacher Training) (Additional Functions) (Wales) (Amendment) Order 2017

The Welsh Ministers, in exercise of the powers conferred on them by sections 5 and 47(1) of the Education (Wales) Act 20141, having consulted such persons as they consider appropriate make the following Order.

In accordance with section 47(2) of the Education (Wales) Act 2014, a draft of this Order was laid before the National Assembly for Wales and approved by a resolution of the National Assembly for Wales.

Title, commencement and application1

The title of this Order is the Education Workforce Council (Accreditation of Initial Teacher Training) (Additional Functions) (Wales) (Amendment) Order 2017.

This Order comes into force on 1 November 2017.

This Order applies in relation to Wales.

Amendment2

In article 3 of the Education Workforce Council (Accreditation of Initial Teacher Training) (Additional Functions) (Wales) Order 20172, after paragraph (2) insert—

In exercising the functions in paragraph (1) the Council is to have regard to any forecast of demand for newly qualified teachers that is notified to it in writing by the Welsh Ministers.

EXPLANATORY NOTE

(This note is not part of the Order)

The Education Workforce Council (“the Council”) was continued in existence by section 2 of the Education (Wales) Act 2014 (“the 2014 Act”). Section 4 of the 2014 Act sets out the main functions of the Council. Section 5 of the 2014 Act allows the Welsh Ministers to make an Order conferring or imposing additional functions on the Council.

The Education Workforce Council (Accreditation of Initial Teacher Training) (Additional Functions) (Wales) Order 2017 (“the 2017 Order”) conferred additional functions on the Council relating to the accreditation and withdrawal of accreditation of courses or programmes of study of initial school teacher training (“Accreditation Function”).

This Order amends the 2017 Order so as to confer a further function on the Council which requires it to have regard to the Welsh Ministers’ forecast of demand for newly qualified teachers when exercising its Accreditation Function (article 2).

The Welsh Ministers’ Code of Practice on the carrying out of Regulatory Impact Assessments was considered in relation to this Order. As a result, it was not considered necessary to carry out a regulatory impact assessment as to the likely costs and benefits of complying with this Order.
