Mae’r Rheoliadau hyn yn diwygio Rheoliadau’r Gwasanaeth Iechyd Gwladol (Gwasanaethau Offthalmig Cyffredinol) 1986 (1986/975) (“Rheoliadau 1986”), Rheoliadau’r Gwasanaeth Iechyd Gwladol (Ffioedd a Thaliadau Optegol) 1997 (1997/818) (“Rheoliadau 1997”) a Rheoliadau’r Gwasanaeth Iechyd Gwladol (Treuliau Teithio a Pheidio ȃ Chodi Tȃl) (Cymru) 2007 (2007/1104 (Cy. 116)) (“Rheoliadau 2007”).

Mae rheoliad 3 yn diwygio Rheoliadau 1986 i estyn y cyfnod o amser y bydd derbynyddion credyd cynhwysol yn gymwys i gael profion golwg yn rhad ac am ddim hyd at fis Mawrth 2017.

Mae rheoliad 4 yn diwygio Rheoliadau 1997 i estyn y cyfnod o amser y bydd derbynyddion credyd cynhwysol yn gymwys i gael taliadau i dalu’r costau am declynnau optegol, neu i gael taliadau i gyfrannu tuag at y costau hynny, hyd at fis Mawrth 2017.

Mae rheoliad 5 yn diwygio Rheoliadau 2007 i estyn y cyfnod o amser y bydd derbynyddion credyd cynhwysol yn gymwys i gael eu treuliau teithio GIG wedi eu talu’n llawn ac i beidio â thalu ffi GIG hyd at fis Mawrth 2017.

Mae’r Rheoliadau hyn yn dirymu Rheoliadau’r Gwasanaeth Iechyd Gwladol (Diwygiadau Canlyniadol Diwygio Lles) (Cymru) 2015 (2015/631 (Cy. 51)).

Ystyriwyd Cod Ymarfer Gweinidogion Cymru ar gynnal Asesiadau Effaith Rheoleiddiol mewn perthynas ȃ’r Rheoliadau hyn. O ganlyniad, ystyriwyd nad oedd yn angenrheidiol cynnal asesiad effaith rheoleiddiol o’r costau a’r manteision sy’n debygol o ddeillio o gydymffurfio ȃ’r Rheoliadau hyn.
