This is the third commencement order made by the Welsh Ministers under the Education (Wales) Act 2014 (“the 2014 Act”).
This Order brings into force on 16 January 2015—
section 2 (Education Workforce Council) to the extent necessary for the purpose of making regulations or orders under the 2014 Act;
section 5 (power to add functions);
section 9 (1) and (3) (register) to the extent necessary for the purpose of making regulations or orders under the 2014 Act;
section 10 (eligibility for registration);
section 12 (registration fees);
section 13 (registration: further provision);
section 14 (school teachers and school learning support workers) in so far as it applies to school teachers;
section 15 (further education teachers);
section 17 (requirement to undertake period of induction);
section 18 (induction assessment standards) to the extent necessary for the purpose of making regulations under section 17 of the 2014 Act;
section 19 (appeals against induction decisions) to the extent necessary for the purpose of making regulations;
section 21 (induction: interpretation);
section 24 (code of conduct and practice) to the extent necessary for the purpose of making regulations;

section 9 (register) to the extent it is not already in force;

section 19 (appeals against induction decisions) to the extent that it is not already in force;
section 20 (induction: intervention powers);
section 22 (special provision for maintained schools with delegated budgets);
section 24 (code of conduct and practice);
section 29 (conditional registration orders);
section 30 (suspension orders);
section 31 (prohibition orders);
section 32 (appeals against disciplinary orders);
section 34 (supply of information: ministers);
section 38 (directions to secure compliance with information duties);
sections 39 and 40 (transitional and transitory provision);
section 48 (minor consequential amendments and repeals);
Schedule 1 (education workforce council) to the extent that it is not already in force;

Article 4 contains saving and transitional provisions.
The Welsh Ministers’ Code of Practice on the carrying out of Regulatory Impact Assessments was considered in relation to this Order. As a result, it was not considered necessary to carry out a regulatory impact assessment as to the likely costs and benefits of complying with this Order.
