The Welsh Ministers are designated1 for the purposes of section 2(2) of the European Communities Act 19722 in relation to matters relating to the protection of waters against pollution caused by nitrates from agricultural sources and the conservation of wild habitats and of flora and fauna and make the following Regulations under the powers conferred by that section.
