The Welsh Minsters, in exercise of the powers conferred on the Secretary of State by sections 323 and 333 of the Town and Country Planning Act 19901 and sections 89(1) and 93 of the Planning (Listed Buildings and Conservation Areas) Act 19902 and now vested in them3 make the following Regulations:
