IdURI="http://www.legislation.gov.uk/id/wsi/2014/2677/regulation/2/1" id="regulation-2-1"><Pnumber>1</Pnumber><P2para><Text>In these Regulations—</Text><UnorderedList Decoration="none" Class="Definition"><ListItem><Para><Text>“approved relevant qualifications” (“<Emphasis>cymwysterau perthnasol a gymeradwywyd</Emphasis>”) are qualifications within the meaning of  <Substitution school year” (“<Emphasis>blwyddyn ysgol gyfredol</Emphasis>”) means the first school year for which the plan is to have effect;</Text></Para></ListItem><ListItem><Para><Text>“expected outcomes” (“<Emphasis>deilliannau disgwyliedig</Emphasis>”) means the beneficial results to the educational performance of pupils at the school as a result of the school improvement targets being ChangeId="key-1b808de6d3eacb40d3faa3f4060fff07-1763470154254" CommentaryRef="key-1b808de6d3eacb40d3faa3f4060fff07">improving pupils’ progression by ensuring their learning is supported by a range of knowledge, skills and experience;</Substitution></Text></Para></ListItem><ListItem><Para><Text><Substitution ChangeId="key-1b808de6d3eacb40d3faa3f4060fff07-1763470154254" CommentaryRef="key-1b808de6d3eacb40d3faa3f4060fff07">reducing the impact of poverty on pupils’ progression and attainment;</Substitution> </Text></Para></ListItem></OrderedList></Para></ListItem><ListItem><Para><Text><CommentaryRef Ref="key-9dbe9f77f69d9c3a289d64b5503b9bc1"/>...<Emphasis/></Text></Para></ListItem><ListItem><Para><Text>“school development plan” (“<Emphasis>cynllun datblygu ysgol</Emphasis>”) means a plan prepared by a governing body in accordance with these Regulations;</Text></Para></ListItem><ListItem><Para><Text>“school improvement priorities” (“<Emphasis>blaenoriaethau gwella’r ysgol</Emphasis>”) means those areas of the standard of education at the school identified by the governing body as most in need of improvement;</Text></Para></ListItem><ListItem><Para><Text>“school improvement targets” (“<Emphasis>targedau gwella’r ysgol</Emphasis>”) means those targets set by the governing body in relation to improving the performance of the school in respect of the school improvement priorities;</Text></Para></ListItem><ListItem><Para><Text>“school staff” (“<Emphasis>staff yr ysgol</Emphasis>”) means those persons employed, or engaged otherwise under contracts of employment, to work at the school;</Text></Para></ListItem><ListItem><Para><Text>“teacher assessments” (“<Emphasis>asesiadau athrawon</Emphasis>”) means the assessments of pupils carried out by teachers for the purpose of determining the level of attainment they have achieved in accordance with assessment provision made by or under orders made under section 108(2)(b)(iii) and (3)(c) of the Education Act RestrictExtent="E+W" RestrictStartDate="2014-10-27"><Title>Requirement for the governing body to prepare a school development plan</Title><P1 DocumentURI="http://www.legislation.gov.uk/wsi/2014/2677/regulation/3" IdURI="http://www.legislation.gov.uk/id/wsi/2014/2677/regulation/3" id="regulation-3"><Pnumber><CommentaryRef Ref="key-c1f1e0571e74243ea01af0e227829a64"/>3</Pnumber><P1para><P2 DocumentURI="http://www.legislation.gov.uk/wsi/2014/2677/regulation/3/1" IdURI="http://www.legislation.gov.uk/id/wsi/2014/2677/regulation/3/1" id="regulation-3-1"><Pnumber>1</Pnumber><P2para><Text>The governing body must prepare a school development plan in accordance with these Regulations.</Text></P2para></P2><P2 DocumentURI="http://www.legislation.gov.uk/wsi/2014/2677/regulation/3/2" IdURI="http://www.legislation.gov.uk/id/wsi/2014/2677/regulation/3/2" id="regulation-3-2"><Pnumber>2</Pnumber><P2para><Text>The governing body’s duty to have a school development plan is without prejudice to the general principles and respective roles and responsibilities of governing bodies and head teachers set out in the School Government (Terms of Reference) (Wales) Regulations 2000<FootnoteRef Ref="f00005"/>.</Text></P2para></P2></P1para></P1></P1group><P1group RestrictExtent="E+W" RestrictStartDate="2014-10-27"><Title>Content of a school development plan</Title><P1 DocumentURI="http://www.legislation.gov.uk/wsi/2014/2677/regulation/4" IdURI="http://www.legislation.gov.uk/id/wsi/2014/2677/regulation/4" id="regulation-4"><Pnumber><CommentaryRef Ref="key-f89b1049a3d0853f72e85d78007e6e7b"/>4</Pnumber><P1para><Text>The school development plan (or revised plan) must contain provision dealing with the matters set out in the Schedule.</Text></P1para></P1></P1group><P1group RestrictExtent="E+W" RestrictStartDate="2014-10-27"><Title>Duration a school development plan is to have effect</Title><P1 DocumentURI="http://www.legislation.gov.uk/wsi/2014/2677/regulation/5" IdURI="http://www.legislation.gov.uk/id/wsi/2014/2677/regulation/5" id="regulation-5"><Pnumber><CommentaryRef Ref="key-525adfccbc6f51fdb11857f933d664a2"/>5</Pnumber><P1para><P2 DocumentURI="http://www.legislation.gov.uk/wsi/2014/2677/regulation/5/1" IdURI="http://www.legislation.gov.uk/id/wsi/2014/2677/regulation/5/1" id="regulation-5-1"><Pnumber>1</Pnumber><P2para><Text>The governing body must determine the timing of the school development plan period.</Text></P2para></P2><P2 DocumentURI="http://www.legislation.gov.uk/wsi/2014/2677/regulation/5/2" IdURI="http://www.legislation.gov.uk/id/wsi/2014/2677/regulation/5/2" id="regulation-5-2"><Pnumber>2</Pnumber><P2para><Text>The length of the first school development plan period will be three years and must begin no later than 1 September 2015.</Text></P2para></P2><P2 DocumentURI="http://www.legislation.gov.uk/wsi/2014/2677/regulation/5/3" IdURI="http://www.legislation.gov.uk/id/wsi/2014/2677/regulation/5/3" id="regulation-5-3"><Pnumber>3</Pnumber><P2para><Text>The length of the subsequent school development plan periods will be three years and once begun school development plan periods must be continuous.</Text></P2para></P2></P1para></P1></P1group><P1group RestrictExtent="E+W" RestrictStartDate="2014-10-27"><Title>Monitoring, review and revision of a school development plan</Title><P1 DocumentURI="http://www.legislation.gov.uk/wsi/2014/2677/regulation/6" IdURI="http://www.legislation.gov.uk/id/wsi/2014/2677/regulation/6" id="regulation-6"><Pnumber><CommentaryRef Ref="key-0aa6f5db72d87407427912581e4d64be"/>6</Pnumber><P1para><P2 DocumentURI="http://www.legislation.gov.uk/wsi/2014/2677/regulation/6/1" IdURI="http://www.legislation.gov.uk/id/wsi/2014/2677/regulation/6/1" id="regulation-6-1"><Pnumber>1</Pnumber><P2para><Text>The governing body must monitor and review the progress made by the school during each school year against the school development plan.</Text></P2para></P2><P2 DocumentURI="http://www.legislation.gov.uk/wsi/2014/2677/regulation/6/2" IdURI="http://www.legislation.gov.uk/id/wsi/2014/2677/regulation/6/2" id="regulation-6-2"><Pnumber>2</Pnumber><P2para><Text>The governing body must revise the school development plan—</Text><P3 DocumentURI="http://www.legislation.gov.uk/wsi/2014/2677/regulation/6/2/a" IdURI="http://www.legislation.gov.uk/id/wsi/2014/2677/regulation/6/2/a" id="regulation-6-2-a"><Pnumber>a</Pnumber><P3para><Text>at least annually and in any event no later than the date on which the school development plan was last prepared or revised; and</Text></P3para></P3><P3 DocumentURI="http://www.legislation.gov.uk/wsi/2014/2677/regulation/6/2/b" IdURI="http://www.legislation.gov.uk/id/wsi/2014/2677/regulation/6/2/b" id="regulation-6-2-b"><Pnumber>b</Pnumber><P3para><Text>following an inspection by Her Majesty’s Inspectorate for Education and Training Wales pursuant to section 28 of the Education Act <ExplanatoryNotes DocumentURI="http://www.legislation.gov.uk/wsi/2014/2677/note" IdURI="http://www.legislation.gov.uk/id/wsi/2014/2677/note" RestrictExtent="E+W" RestrictStartDate="2014-10-27"><Title>EXPLANATORY NOTE</Title><Comment><Para><Text>(This note is not part of the Regulations)</Text></Para></Comment><P><Text Hanging="indented">These Regulations apply to governing bodies of maintained schools. They impose a duty on the governing body to draw up a school development plan in order to assist it to exercise its responsibility for conducting a maintained school with a view to promoting high standards of educational achievement (regulation 3). That duty does not affect the general principles and respective roles and responsibilities of governing bodies and head teachers set out in the School Government (Terms of Reference) (Wales) Regulations 2000 (regulation 3(2)). The content of the plan is set out in the Schedule (regulation 4).</Text></P><P><Text Hanging="indented">The school development plan has effect for a three year period (regulation 5). The governing body must revise it annually and following an inspection by Her Majesty’s Inspectorate for Education and Training in Wales (regulation 6).</Text></P><P><Text Hanging="indented">Regulation 7 makes provision in relation to publication and regulation 8 provides that in drawing up the school development plan the governing body must have regard to school performance information.
