EXPLANATORY NOTE

(This note is not part of the Regulations)

The Head Teacher’s Report to Parents and Adult Pupils (Wales) (Amendment) Regulations 2014 (“the 2014 Regulations”) amend the Head Teacher’s Report to Parents and Adult Pupils (Wales) Regulations 2011. The 2014 Regulations make provision as to the report the head teacher is required to send to parents and adult pupils each school year, at the end of the foundation phase and the second and third key stages and the additional information parents of registered pupils who are assessed in any key stage may request.

These Regulations amend the 2014 Regulations by—

(a)inserting a new definition of “Educational Programmes and Programmes of Study Order 2013” (regulation 2(2));

(b)inserting a new regulation 3(3) which sets out which of the information in the Schedule to the 2014 Regulations must be included in the head teacher’s report to parents and adult pupils each school year (regulation 2(3) and (6)(a));

(c)omitting regulation 4(4) and inserting a new regulation 4A. Regulation 4A and Part 5 of the 2014 Regulations sets out the information which must be included in the head teacher’s report to parents and adult pupils when the pupil is in the final year of the foundation phase, or the second or third key stages (regulation 2(4) and (5). Part 5 is inserted by regulation 2(6)(c)); and

(d)omitting Parts 4A and 4B and re-enacting them as a new paragraph 1(1) and (2) in Part 1 (regulation 2(6)(a) and (b)).

The Welsh Ministers’ Code of Practice on the carrying out of Regulatory Impact Assessments was considered in relation to these Regulations. As a result, it was not considered necessary to carry out a regulatory impact assessment as to the likely costs and benefits of complying with these Regulations.
