The number of children who attend—
a
nurseries which are funded by the local authority in which they are situated pursuant to its duty in section 118 of the 1998 Act and which teach the foundation phase through the medium of Welsh; and
b
nurseries which are not funded by the local authority in which they are situated pursuant to its duty in section 118A of the 1998 Act and which do not teach the foundation phase through the medium of Welsh.
