The Welsh Ministers, in exercise of the powers in paragraph 19(2) and (3) of Schedule 1A to the School Standards and Framework Act 19981, sections 19, 23 and 210 of the Education Act 20022 and sections 22(3) and (4) and 32 of the Education (Wales) Measure 20113, make the following Regulations:
