The practical effect of the Order is to enable Flintshire County Council to enforce parking contraventions within the area described in the Schedule to the Order through a civil law regime, as opposed to enforcement by police or traffic wardens in a criminal law context. 2 The Welsh Ministers designate the area described in the Schedule as— a a civil enforcement area for parking contraventions; and b a special enforcement area.
