Gwneir y Gorchymyn hwn o dan adrannau 156(2) a 150(5) o Fesur y Gymraeg (Cymru) 2011 ac mae'n dwyn i rym ddarpariaethau yn y Mesur sy'n diddymu Bwrdd yr Iaith Gymraeg ac yn sefydlu swydd Comisiynydd y Gymraeg.
Bydd y darpariaethau a gychwynnir gan y Gorchymyn hwn yn sicrhau bod swyddogaethau'r Bwrdd o dan Ddeddf yr Iaith Gymraeg 1993 yn trosglwyddo i'r Comisiynydd. Mae'r Gorchymyn hwn hefyd yn cychwyn darpariaethau sy'n rhoi pwerau ychwanegol i'r Comisiynydd gan gynnwys pwerau a fydd yn galluogi'r Comisiynydd i wneud y gwaith paratoadol sydd ei angen ar gyfer cyflwyno safonau sy'n ymwneud â'r Gymraeg.
