The Welsh Ministers, in exercise of the powers conferred upon them by sections 150(5) and 156(2) of the Welsh Language (Wales) Measure 2011(1), make the following Order:
1. The title of this Order is the Welsh Language (Wales) Measure 2011 (Commencement No.4) Order 2012.

2. The following provisions of the Welsh Language (Wales) Measure 2011 come into force on 1 April 2012—
(a)sections 2, 23, 138, 139 and 146 to the extent that these sections are not already in force;
(b)Schedules 1, 4 and 12 to the extent these Schedules are not already in force;
(c)sections 3, 5 and 6;
(d)section 7 except for
(i)subsections (2) and (6) where those subsections relate to Part 5, and
(ii)subsections (3)(b), (4), (8) and (10);
(e)Schedule 2 except for paragraph 8(2)(a);
(f)sections 8 to 10 and 12 to 15;
(g)section 16 except for subsections (2)(a) and (b);
(h)sections 17 to 19;
(i)Part 4 is commenced as follows:
(i)Chapters 2 to 5,
(ii)Chapter 8, and
(iii)Chapter 9 except for section 69;
(j)Schedules 5 to 9;
(k)Part 6;
(l)paragraphs 9 and 18 of Schedule 11 and section 120(4) in so far as it relates to those paragraphs;
(m)sections 134 to 137;
(n)section 140 except for the following:
(i)subsection (1)(c), and
(ii)subsections (1)(d) and (e) where those subsections refer to investigations under Part 5;
(o)section 141 except for the following:
(i)subparagraph (a) of the definition of “complainant”, and
(ii)subparagraph (b) of the definition of “investigation”;
(p)sections 142, 143, 144(3)(b) and 147.

This Order is made under sections 156(2) and 150(5) of the Welsh Language (Wales) Measure 2011 and brings into force provisions of the Measure that abolish the Welsh Language Board and establish the office of Welsh Language Commissioner.
Provisions commenced by this Order will ensure the transfer of the Board’s functions under the Welsh Language Act 1993 to the Commissioner. This Order also commences provisions conferring additional powers upon the Commissioner including powers that will enable the Commissioner to undertake preparatory work necessary for the introduction of Welsh language standards.
