The Welsh Ministers, in exercise of the powers conferred on the Secretary of State by sections 2, 10, 11, 19, 20, 21, 25, 28, 29, 32, 42, 74, 82, 82B, 82F, 911 and 93 of the Planning (Listed Buildings and Conservation Areas) Act 19902 and now exercisable by them3, make the following Regulations.
