Persons who satisfied the requirements for receiving written notification that they were qualified teachers under the 1982 Regulations, the 1989 Regulations, the 1993 Regulations, the 1999 Regulations or the 2004 Regulations, and the only reason why they are not qualified teachers is that they did not receive such notification.E+W
