<Text>The Welsh Ministers, in exercise of the powers conferred upon them by sections 8(1)(a), 8(2) and 50(2) of the Local Government (Wales) Measure 2009<FootnoteRef Ref="f00001"/>, and having consulted those persons which they are required, by section 8(3) of that Measure, to consult, make the following Order.</Text>
