The Welsh Ministers make the following Regulations in exercise of the powers conferred by sections 57(1), (1A) (3), (5B), (5C), (6) , (7) and (7B) and 64(4A), (6) and (8) of the Health and Social Care Act 20011 and sections 17A(1), (3) and (4) and 104(4) and 104A of the Children Act 19892.
