They were previously transferred to the National Assembly for Wales by article 2 of the National Assembly for Wales (Transfer of Functions) Order 1999 (<ref eId="c00007" href="http://www.legislation.gov.uk/id/uksi/1999/672">S.I. 1999/672</ref>); <i>see</i> the entries in Schedule 1 for the Local Government Finance Act 1988 and the Local Government Finance Act 1992. By virtue of paragraphs 30 and 32 of Schedule 11 to the Government of Wales Act <ref eId="c00008" href="http://www.legislation.gov.uk/id/ukpga/2006/32">2006 (c. 32)</ref>, they were transferred to the Welsh Ministers.</p></authorialNote>.</p></formula></preamble><body><hcontainer name="regulation" eId="regulation-1"><heading>Title, commencement and application</heading><num>1.</num><paragraph eId="regulation-1-1"><num>(1)</num><content><p>The title of these Regulations is The Council Tax and Non-Domestic Rating (Amendment) (Wales) Regulations 2011 and they come into force on 1 April 2011.</p></content></paragraph><paragraph eId="regulation-1-2"><num>(2)</num><content><p>These Regulations apply in relation to billing authorities<authorialNote class="footnote" eId="f00004" marker="4"><p>The term “billing authority” is defined in section 144(2) of the Local Government Finance Act 1988 and section 69(1) of the Local Government Finance Act 1992. The definition in section 144(2) of the Local Government Finance Act 1988 operates by reference to Part 1 of the Local Government Finance Act 1992.</p></authorialNote> in Wales.</p></content></paragraph><paragraph eId="regulation-1-3"><num>(3)</num><intro><p>These Regulations do not apply to—</p></intro><level class="para1" eId="regulation-1-3-a"><num>(a)</num><content><p>an application for a liability order instituted before 1 April 2011, or</p></content></level><level class="para1" eId="regulation-1-3-b"><num>(b)</num><content><p>an application which is of a type mentioned in the tables substituted by the Schedules to these Regulations which is made before 1 April 2011.</p></content></level></paragraph></hcontainer><hcontainer name="regulation" eId="regulation-2"><heading>Amendment of the Non-Domestic Rating (Collection and Enforcement) (Local Lists) Regulations 1989</heading><num>2.</num><paragraph eId="regulation-2-1"><num>(1)</num><content><p>The Non-Domestic Rating (Collection and Enforcement) (Local Lists) Regulations 1989<authorialNote class="footnote" eId="f00005" marker="5"><p><ref eId="c00009" href="http://www.legislation.gov.uk/id/uksi/1989/1058">S.I. 1989/1058</ref>.
