Mae'r Gorchymyn hwn yn diwygio Gorchymyn Rheoli Clefydau a Phlâu Gwenyn 2006 (O.S. 2006/1710) (Cy.172) (“Gorchymyn 2006”). Mae'n gwneud darpariaeth ar gyfer gorfodi yng Nghymru Erthygl 13 o Reoliad y Comisiwn (EU) Rhif 206/2010 sy'n gosod rhestrau o drydydd gwledydd, tiriogaethau neu rannau ohonynt sydd wedi eu hawdurdodi ar gyfer cyflwyno i'r Undeb Ewropeaidd anifeiliaid penodol a chig ffres a'r gofynion o ran tystysgrifau milfeddygol (OJ Rhif L 73, 20.3.2010, t.1, fel y'i darllenir ynghyd â'r Corigenda a gyhoeddwyd yn OJ Rhif L 146, 11.6.2010, t.1).
Mae Erthygl 13 o'r Rheoliad hwnnw yn gosod amodau sy'n gymwys yn sgil cyflwyno rhywogaethau penodol o famwenyn a chacwn (Apis mellifera a Bombus spp.) o drydydd gwledydd i Gymru.
Mae'r Gorchymyn hwn hefyd yn diwygio erthygl 12(1) o Orchymyn 2006 fel bod ei darpariaethau'n gymwys hefyd mewn achosion pan wyddys neu pan amheuir bod clefyd hysbysadwy yn bresennol.
Mae torri Gorchymyn 2006, fel y'i diwygir gan y Gorchymyn hwn, yn dramgwydd o dan adran 1(7) o Ddeddf Gwenyn 1980 (p. 12).
Nid oes asesiad effaith rheoleiddiol wedi ei lunio ar gyfer yr offeryn hwn, gan na ragwelir unrhyw effaith ar y sector preifat na'r sector gwirfoddol.
