The Welsh Ministers, in exercise of the powers conferred upon the Secretary of State by sections 22 and 43(1) of the Teaching and Higher Education Act 19981 and sections 1 and 2 of the Education (Fees and Awards) Act 19832 and now exercisable by them3 and in exercise of the powers conferred upon the National Assembly for Wales by section 28(6) of the Higher Education Act 20044 and now exercisable by them5 make the following Regulations:
