The Welsh Ministers, in exercise of the powers conferred upon them by sections 74(2) and 75(3) of the Children and Families (Wales) Measure 2010(1), make the following Order.
1.—(1) The title of this Order is The Children and Families (Wales) Measure 2010 (Commencement No. 3 and Savings Provision) Order 2010.
(2) In this Order “the Measure” means the Children and Families (Wales) Measure 2010.
2. 10 January 2011 is the appointed day for the coming into force of the following provisions of the Measure—
(a)section 2 in so far as it applies to the Welsh authorities;
(b)section 4;
(c)section 5;
(d)section 6;
(e)section 17; and
(f)section 18.
3. The Children and Young People’s Plan (Wales) Regulations 2007(2) continue to have effect notwithstanding the substitution of section 26(1A) to section 26(1D) of the Children Act 2004(3) for section 26(1) in accordance with section 4(3) of the Measure.

This Order brings into force on 10 January 2011 those provisions of the Children and Families (Wales) Measure 2010 (“the Measure”) specified in Article 2.
Article 2(1)(a) brings into force section 2 of the Measure in so far as it applies to Welsh authorities. Section 2 of the Measure is already in force in so far as it applies to the Welsh Ministers.
Sections 2 to 6 of the Measure relate to the obligations of Welsh authorities to prepare and publish strategies for contributing to the eradication of child poverty. Welsh authorities are as defined in section 6 of the Measure as the Welsh Ministers, a local authority, a Local Health Board, a Welsh fire and rescue authority, a National Park authority, the Countryside Council, the Higher Education Funding Council for Wales, the Public Health Wales National Health Service Trust, the National Museum of Wales, the Arts Council of Wales, the National Library of Wales and the Sports Council for Wales.
Article 3 saves the effect of the Children and Young People’s Plan (Wales) Regulations 2007 notwithstanding the substitution of section 26(1A) to section 26(1D) of the Children Act 2004(4) for section 26(1) in accordance with section 4(3) of the Measure.
