The Welsh Ministers are the appropriate national authority in relation to Wales for the purposes of the Animal Welfare Act 20061 and are designated for the purposes of section 2(2) of the European Communities Act 19722 in relation to the common agricultural policy of the European Union3.
The Welsh Ministers have consulted the persons referred to in section 12(6) of the Animal Welfare Act 2006.
In accordance with section 61(2) of that Act, a draft of these Regulations has been laid before and approved by a resolution of the National Assembly for Wales.
The Welsh Ministers make these Regulations in exercise of the powers conferred by section 12(1), (2) and (3) of the Animal Welfare Act 2006 and section 2(2) of the European Communities Act 1972.
