21.—[F1(1) If directed to so by an inspector or an approved veterinary surgeon, the keeper must mark any bovine animal in the manner required by the inspector or the approved veterinary surgeon.]
(2) The inspector [F2or, the approved veterinary surgeon] may [F3paint, stamp, clip, tag or otherwise] mark bovine animals [F4for the purpose of identification of tested animals].
(3) No person may change or interfere with any mark that has been applied under this article.
