            <Text>These Regulations amend the Common Agricultural Policy Single Payment and Support Schemes (Wales) Regulations 2005 (“the principal Regulations”). The purpose of the amendments is to enable Welsh Ministers to make payments under the principal Regulations when the payment window opens on 1 December 2009, and to update references made to European legislation.</Text>

            <Text>Regulation 4 inserts the minimum claim requirements.</Text>
         </P>
         <P>
            <Text>Regulation 5 revises the date on which parcels used to claim under the Single Payment Scheme must be at the disposal of farmers.</Text>
         </P>
         <P>
            <Text>Regulation 6 specifies the additional modulation deductions which will be made from direct payments payable to farmers.</Text>
         </P>
         <P>
            <Text>The principal Regulations make provision in Wales for the administration of European legislation which is expected to be revoked and remade late in 2009. Further to the revocation and remaking of the European legislation, the principal Regulations will be revoked and remade.</Text>
