Where the Welsh Ministers have made an order under section 34(4) of the 2004 Act (implementation of local highway authority permit schemes) giving effect to a permit scheme, the Permit Authority must notify the persons referred to in regulation 3(1) that such order has been made not less than four weeks before the date on which the scheme is to come into effect.

Where the Welsh Ministers have made an order under section 36 of the 2004 Act (variation and revocation of permit schemes) to vary or revoke a permit scheme, the Permit Authority must notify the persons referred to in regulation 3(1) that such order has been made not less than four weeks before the date on which the variation or revocation commences.
