Enwi, cychwyn a chymhwyso
1.—(1) Enw'r Rheoliadau hyn yw Rheoliadau Asiantaeth Dalu (Cynulliad Cenedlaethol Cymru) (Diwygio) 2006.
(2) Mae'r Rheoliadau hyn yn dod i rym ar 16 Hydref 2006.
(3) Mae'r Rheoliadau hyn yn gymwys o ran Cymru.
Diwygio Rheoliadau Asiantaeth Dalu (Cynulliad Cenedlaethol Cymru) 1999
2.—(1) Diwygir Rheoliadau Asiantaeth Dalu (Cynulliad Cenedlaethol Cymru) 1999(3) yn unol â'r rheoliad hwn.
(2) Yn lle paragraffau (c), (e) a (g) o reoliad 2 (Dehongli), rhodder y paragraffau canlynol—
“(c)“Commission Regulation” means Commission Regulation (EC) No 885/2006(4) laying down detailed rules for the application of the Council Regulation in relation to the accreditation of paying agencies”;
“(e)“the Council Regulation” means Council Regulation (EC) No 1290/2005(5) on the financing of the common agricultural policy, as last amended by Council Regulation (EC) No 320/2006(6);”;
“(g)“paying agency” has the meaning it has in Article 6 of the Council Regulation;”.

Mae'r Rheoliadau hyn yn diwygio Rheoliadau Asiantaeth Dalu (Cynulliad Cenedlaethol Cymru) 1999 (“Rheoliadau 1999).
Mae'r Rheoliadau hyn yn gymwys o ran Cymru ac o ran daliadau amaethyddol trawsffiniol y mae Cynulliad Cenedlaethol Cymru (“y Cynulliad”) yn gyfrifol amdanynt fel asiantaeth dalu.
Mae Rheoliadau 1999 yn galluogi'r Cynulliad, os cafodd ei achredu'n briodol at y diben, i weithredu fel asiantaeth dalu yn y Deyrnas Unedig o ran cyllido'r polisi amaethyddol cyffredin.
Mae'r Rheoliadau hyn yn diweddaru'r cyfeiriadau a wneir at ddeddfwriaeth Ewropeaidd yn Rheoliadau 1999.

Yn rhinwedd Gorchymyn y Cymunedau Ewropeaidd (Dynodi) (Rhif 3) 2005 (O.S. 2005/2766) (“y Gorchymyn”). Mae Erthygl 4 ac Atodlen 3 i'r Gorchymyn yn galluogi Cynulliad Cenedlaethol Cymru i wneud rheoliadau, o ran Polisi Amaethyddol Cyffredin y Gymuned Ewropeaidd, sy'n rhychwantu daliadau sy'n cynnwys tir a leolir o fewn y Deyrnas Unedig ond y tu allan i Gymru.
