1976 p.36. Mae'r pwerau yn arferadwy gan y Gweinidog priodol, a ddiffinnir yn adran 9(5) o Ddeddf 1976 fel Cynulliad Cenedlaethol Cymru o ran Cymru, yr Ysgrifennydd Gwladol o ran Lloegr, a'r Ysgrifennydd Gwladol a'r Cynulliad Cymru yn gweithredu ar y cyd o ran Cymru a Lloegr.
