Coming into force in accordance with regulation 1(1)

The National Assembly for Wales (“the National Assembly”), in exercise of the powers conferred on the Secretary of State by sections 53(1), (2), (4), (4A) and (5), 64(3), 65(4) and 143(1) and (2) of the Local Government Finance Act 19881, and now exercisable by the National Assembly in relation to Wales, hereby make the following Regulations:
