24.  In section 61A (references to councils)—

(a) in the heading, for “councils” substitute “appropriate bodies”;

(b) omit subsection (1);

(c) in subsection (2) for “council” substitute “body”;

(d) in subsection (2)(b) for “National Council for Education and Training for Wales” substitute “National Assembly for Wales”;

(e) in subsection (2)(c) for “council” in both places substitute “body ”.
