The National Assembly for Wales in the exercise of the powers conferred on it by sections 9, 56 to 64, 140(8), 142(1) and (5) and 144(2) of the Adoption and Children Act 20021 and of all other powers enabling it in that behalf, with the approval of the Registrar General2 and the Chancellor of the Exchequer3, hereby makes the following Regulations:—
