Cwnsela
15.—(1) Rhaid i asiantaeth ddarparu gwybodaeth ysgrifenedig ynglyn ag argaeledd cwnsela i unrhyw berson sydd—
(a)yn gwneud cais am wasanaethau cymorth mabwysiadu o dan Reoliadau 2(2)(d) neu (dd); neu
(b)yn wrthrych cais o'r fath ac sy'n ystyried a ddylai gydsynio â datgelu gwybodaeth amdano i'r person a ofynnodd am yr wybodaeth honno.
(2) Rhaid i'r wybodaeth a ddarperir o dan baragraff (1) gynnwys—
(a)disgrifiadau o'r personau sy'n cynnig cwnsela; a
(b)y ffioedd y gall y personau hynny eu codi.
(3) Os bydd person a grybwyllir ym mharagraff (1) yn gofyn bod cwnsela yn cael ei ddarparu iddo, rhaid i'r asiantaeth cymorth mabwysiadu sicrhau bod gwasnaethau cwnsela yn cael eu darparu i'r person hwnnw.
(4) Caiff yr asiantaeth ddarparu gwasanaethau cwnsela o'r fath ei hun neu wneud trefniadau naill ai
(a)gyda darparydd cofrestredig arall sy'n darparu gwasanaethau cymorth mabwysiadu, neu
(b)gyda pherson sy'n darparu gwasanaethau o'r fath o dan gontract i ddarparydd cofrestredig.
(5) Pan fo gwrthrych cais yn dewis peidio â manteisio ar wasanaeth cwnsela y mae ffi yn daladwy amdano, rhaid i'r asiantaeth cymorth mabwysiadu roi cymorth a chefnogaeth, serch hynny, i'r gwrthrych sy'n gwneud penderfyniad.
