Mae'r Rheoliadau hyn yn galluogi Cynulliad Cenedlaethol Cymru (“y Cynulliad Cenedlaethol”) i sefydlu gweithdrefn ar gyfer ystyried ymhellach benderfyniad cychwynnol a wnaed ynglŷn ag apelydd o dan unrhyw un o gynlluniau cymorth y Polisi Amaethyddol Cyffredin (“CAP”) a restrir yn yr Atodlen i'r Rheoliadau. Mae system apelau ar gyfer cynlluniau cymorth CAP sy'n cael eu gweinyddu o dan y System Integredig Gweinyddu a Rheoli (“IACS”) eisoes wedi'i sefydlu gan y Cynulliad Cenedlaethol o dan Reoliadau Cymorthdaliadau Amaethyddol (Apelau) (Cymru) 2001 (O.S. 2001 Rhif 2537 (Cy.212)).

Bydd y weithdrefn yn gweithredu drwy gyfrwng apêl yn erbyn y penderfyniad cychwynnol a wnaed ynglŷn â'r apelydd mewn perthynas â gweinyddu unrhyw un o'r Cynlluniau a restrir yn yr Atodlen i'r Rheoliadau hyn (rheoliad 4). Gall y weithdrefn fod ar ffurf ystyriaeth gan bersonau a benodir gan y Cynulliad Cenedlaethol i gyflwyno argymhelliad ynglyn â sut y dylid penderfynu ar y mater.

Mae'r Rheoliadau yn rhoi pŵer i dalu cydnabyddiaeth a lwfansau i unrhyw bersonau o'r fath a benodir, ac i godi ffi ar gyfer costau'r weithdrefn.

Paratowyd Arfarniad Rheoliadol mewn perthynas â'r Rheoliadau hyn. Gellir cael copiau addi wrth Gynulliad Cenedlaethol Cymru, Adran Amadhyddiaeth, Adeibd y Goron, Parc Cathays, Caerdydd, CF10 3NQ.
