inserted by section 83(3) of the Housing Act <ref eId="c00002" href="http://www.legislation.gov.uk/id/ukpga/1996/52">1996 (c. 52)</ref> and repealed by section 180 of and Schedule 14 to the Commonhold and Leasehold Reform Act <ref eId="c00003" href="http://www.legislation.gov.uk/id/ukpga/2002/15">2002 (c. 15)</ref> (“the <abbr title="Commonhold and Leasehold Reform Act 2002 c. 15">2002 Act</abbr>”) from 31st March. The functions of the Secretary of State under section 31B were, so far as exercisable in relation to Wales, transferred to the National Assembly for Wales by article 2 of, and Schedule 1 to, the National Assembly for Wales (Transfer of Functions Order 1999 (<ref eId="c00004" href="http://www.legislation.gov.uk/id/uksi/1999/672">S.I. 1999/672</ref>) (“the <abbr title="National Assembly for Wales (Transfer of Functions Order 1999 (S.I. 1999/672)">1999 Order</abbr>”), to which there are amendments not relevant to this Order.</p></authorialNote> and section 24B of the Landlord and Tenant Act 1987<authorialNote class="footnote" eId="f00002" marker="2"><p><ref eId="c00005" href="http://www.legislation.gov.uk/id/ukpga/1987/31">1987 c. 31</ref>; inserted by section 86(5) of the Housing Act <ref eId="c00006" href="http://www.legislation.gov.uk/id/ukpga/1996/52">1996 (c. 52)</ref> and repealed by section 180 of, and Schedule 14 to, the <abbr title="Commonhold and Leasehold Reform Act 2002 c. 15">2002 Act</abbr> from 31st March 2004.
