Section 66(1) contains definitions of the expressions  “the Ministers”,  “prescribed” and  “regulations”; the definition of  “the Ministers” was amended by the <Citation URI="http://www.legislation.gov.uk/id/uksi/1978/272" id="c00023" Class="UnitedKingdomStatutoryInstrument" Year="1978" Number="272" Title="Transfer of Functions (Wales) (No. 1) Order 1978">Transfer of Functions (Wales) (No. 1) Order 1978 (S.I. 1978/272)</Citation>, Schedule 5, paragraph 1. Functions of  “the Secretary of State”, so far as exercisable in relation to Wales, were transferred to the National Assembly for Wales by <Citation URI="http://www.legislation.gov.uk/id/uksi/1999/672" id="c00026" Class="UnitedKingdomStatutoryInstrument" Year="1999" Number="672">S.I. 1999/672</Citation>.
