2. 7 July 2004 is the day appointed for the coming into force of sections 8, 9(2), 10(2) to (7), 11 to 15, 17 to 21, 24, 26 to 32, 36 and 37 in so far as their provisions relate to regulations made under section 42 and are not already in force.
